Camas’ Northwest 38th Avenue corridor improvements head into final phase

$8.8M project is 95% grant-funded; work set to start later this year aims to improve safety, mobility for motorists, pedestrians and bicyclists

The final phase of a multi-year road improvement project along Camas’ Northwest 38th Avenue corridor is set to enter its third and final phase of construction later this year.

Camas officials will consider approval of a $797,843 agreement with PBS Engineering and Environmental, Inc. for construction management related to the final phase of the multi-year street improvement project.

The City’s engineering manager, James Carothers, presented the management agreement amendment for the Camas City Council’s consideration during the Council’s July 15 workshop.

If approved, the PBS team will manage the final phase of street and frontage improvements along the Northwest 38th Avenue corridor, beginning at the intersection of Northwest 38th Avenue and Northwest Parker Street and ending at Grass Valley Park.

The Camas City Council awarded the construction contract to Rotschy, Inc., June 3.

Carothers said 95% of the $8.88 million project is grant-funded, and will save the City more than $3 million in general obligation bond funds city officials had earmarked for the Northwest 38th Avenue Corridor improvements.

The project will cost a total of $8,881,516, according to Carothers’ report to the Council. This includes $403,133 from City funds; $6,785,999 from Federal Highway Administration grants; and $1,692,384 from Washington’s Transportation Improvement Board grants.

Carothers said construction will begin either later this summer or in the fall, pause during the winter months and be completed next summer, in 2025.

According to the City, “the Northwest 38th Avenue corridor is a vital connection for Camas residents accessing business and recreation activities on 192nd avenue. As with the two prior phases of the corridor project, the improvements will improve mobility in the area and ensure a safe multimodal transportation system for motorists, pedestrians, and cyclists.The City completed the first phase of the improvement project in 2012, and the second phase in 2013. This third and final phase includes one-half mile of road and frontage improvements that include “one lane of traffic in each direction; a left-turn lane; bicycle lanes and sidewalks; streetlights; raised islands; landscaping; irrigation; and stormwater upgrades” according to City documents.

The Council will consider the agreement during its next meeting, Monday, Aug. 3.
