Developer submits application for apartment complex, park

City will take public comment through March 29

A Portland-based real estate developer has submitted a request to the city of Washougal for site plan approval to construct a 242-unit multifamily residential development on the Washougal waterfront.

Earlier this year, Killian Pacific announced plans to build the Ninebark apartment complex on a 9-acre site a short distance east of the Port of Camas-Washougal. The Parker’s Landing development will include parking, private open space, interior sidewalks, landscaping, site lighting and a 7,000-square-foot clubhouse.

Construction is slated to begin later this year.

“With Ninebark, we envision a sustainable, equitable and accessible waterfront community that offers an experience, with access to nature and amenities alike, that is unlike anything else in the market,” Michi Slick, Killian Pacific’s director of development, said in a news release. “We see Southwest Washington gaining in popularity due to job growth in the tech, healthcare and financial sectors. Plus, the area offers high-quality schools and tax advantages over Oregon. With the first waterfront community in Camas-Washougal, we aim to attract people who are seeking an escape to nature and a smaller, welcoming community but do not want to sacrifice curated amenities such as local breweries, coffee shops and restaurants that are important for their lifestyle.”

Killian Pacific also plans to develop a 53,312-square-foot area along the south boundary of the site into a public park, bordering the existing Washougal Waterfront Park and Trail.

The project proposes development activity within the shoreline area, riparian habitat buffer and 100-year floodplain of the Columbia River. The city of Washougal will determine if the project has the potential to cause significant adverse environmental impacts and if any potential impacts could be mitigated as a condition of approval.

The city is accepting public comments about the application through March 29. Comments can be sent to 1701 “C” St., Washougal, WA, 98671, or emailed to jessica.herceg@cityofwash ougal.us. All comments submitted by 5 p.m. March 29 will be considered in the city’s decision.
