Washougal subdivision would add 281 homes

A proposed Washougal development would allow for 281 single-family homes on 100 acres in the vicinity of Woodburn Elementary School.

The project, involving the addition of approximately 675 people, would include high, middle and affordable housing.

The land, owned by Ray’s Acres LLC, is east of Crown Road, south of Southeast 23rd Street and north of the Lookout Ridge neighborhood. It would include 33.5 acres of green space, parks and trails in the Camas School District.

Construction of the Northside Planned Unit Development would feature six distinct residential neighborhoods. An existing home, located at 29231 S.E. 23rd St., Washougal, would be demolished as part of the project. NorthSide 4, LLC, of Vancouver, is the applicant.

The majority of the site is currently used for production of grass hay.

If the development is approved, construction is estimated to start in mid 2019, depending on market conditions and permitting and infrastructure timelines.

Existing city wells would provide water for drinking and other purposes for the 281 homes.

The site will have two main access points on Southeast 23rd Street. Most traffic will travel to and from Southeast 23rd Street from Southeast Crown Road. The development is expected to generate more than 2,600 daily trips by vehicles.

Written comments regarding the Northside Planned Unit Development, submitted by 5 p.m., Monday, Oct. 8, will be considered in the review of the proposal and the State Environmental Policy Act checklist. A public hearing is tentatively scheduled for 1 p.m., Tuesday, Nov. 27, before Washougal Hearing Examiner Joe Turner in the city council chambers at City Hall, 1701 “C” St., Washougal.
