News After a manual recount conducted today by the Clark County Elections Department, the results of the Nov. 8 Washougal City Council election remain unchanged.
According to Clark County Elections Supervisor Tim Likness, in the race for Position No. 2, newcomer Caryn Plinksi beat out incumbent Rod Morris by eight votes — 1,491 to 1,499.
Likness said the results will be certified on Tuesday at 1 p.m.
